Wage and Investment Customer Assistance, Relationship and Education, Media & Publications, Distribution, Office of Taxpayer Correspondence.
The following are the duties of this position at the full working level.

Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit.
Conducts business impact assessments of field and headquarters operations, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations.
Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization.
This may require coordinating input from activities outside the division and identifying new methods of performing work.
Participates with cross-functional representatives on nationwide activities within the operating unit, including workplans, business plans, etc.
Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources.
Analyzes assigned program area(s) to discern trends in program delivery.
Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives.
Represents management at high-level meetings and conference calls to provide technical advice and staff assistance to headquarters executives, headquarters analysts, field managers, and employees in the assigned program area(s).
Provides authoritative interpretations and guidance concerning operating policies, instructions, and other material pertaining to assigned program areas.
Prepares final reports on servicewide issues.
Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on business unit operations and resources.
Advises and negotiates conflicting policy and program issues with management.
Applies and implements newly established policies and procedures for use in field operations.
Develops, prepares and reviews agency directives, Internal Revenue Manual (IRM) issuances, memoranda, Service-wide policy statements, and other written guidelines and recommendations that may have agencywide impact.

Telework Eligible Positions:

Employees must meet and sustain IRS telework eligibility requirements (e.

, reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
A 1-year probationary period is required (unless already completed).
Obtain and use a Government-issued charge card for business-related travel.
QualificationsFederal experience is not required.
The experience may have been gained in the public sector, private sector or Volunteer Service.
One year of experience refers to full-time work; part-timework is considered on a prorated basis.

Experience:
GS-14 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:
Experience with a wide range of analytical and evaluative methods in order to develop new approaches to existing programs; Experience using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Experience in oral communication to present plans, proposals, and training to individuals and groups, including senior and executive leadership; Experience in written communication to prepare comprehensive written reports, business rules, system requirements, programming concepts, training materials, and documenting findings and conclusions; Experience with change management principles to support the operational goals of the IRS; Experience independently handling complex issues in coordination with stakeholders; including Business Operating Divisions and Information Technology to successfully manage design changes.
Familiarity with FISMA guidelines and NIST standards.
Experience with IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews; Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and major recommendations.
ANDMEET TIME IN GRADE (TIG) REQUIREMENT:
You must meet applicable TIG requirements to be considered eligible.
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
ANDTIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
